Here's the problem with these chairs. (Why I believe they are empty). They are not inviting. They are scattered about, not in a welcoming formation. For chairs to be welcoming they need to be in a formation to invite conversation and interaction between the people sitting in them. :-)
See ... that's the problem with chairs. No social skills.
They're not willing to learn any and they're stubborn as all get out. Really, there's nothing you can do but move them around against their will. They're yielding, but stubborn .....
